TS21 does not start

Hi

I have a TS21 and it was working great but after a while not using it, it would not turn on anymore.

DFU and FW update still works.
FW is 1.5.0

If I measure the voltage on my PD Powerbank it is 9.09 V but only 0.015 A
On my PD powerplug the same but there it is 4.9 V and 0.015 A

Can anybody help me to get it working again?
