DS213 stopped charging, blue diode lighting even when device is off

Hello, pls help.
I am using this device few time per year. and yesterday it stopped charging.

. I connected it to some 33W xiaomi charger (don't know if this can be the problem... I think not...), it started charging, blue light went on. When it took long time, I disconnected it and I noticed that the batery is still empty and the blue diode is lighting forever even the device is powered off.
I was looking to the schematic, can this be causing broken charging chip? U16 CE3150AM?
