How to find out when the MDP-L1060 was manufactured and if it is new

I've bought MDP-L1060. The box came crumpled, I decided to check the device thoroughly.
The following facts are embarrassing:

1) The parameters of working mode do not match the factory default parameters settings from the manual (nevertheless, they are round): CV=5V, CR=5Ohm, CP=100W;
2) The safety protection parameters do not match the default setting (nevertheless, they are round): OCP=10A, OVP=60V, CPP=100W, UVP=unwarn;
3) TX and RX address isn't empty;
4) There is no smell of a new device.
Could this device have been used? Is it new?

Is it possible to understand the production date by the serial number?

The factory will test it, and the dealer will also test it before selling it, so it is possible that the wireless address is not empty and the settings may not be the default.
